Blue Arbor, Inc. is a SBA certified Woman Owned Small Business enterprise providing staffing and screening services since 1981.
Blue Arbor Founder, Lucine Moffett grew up in Eastern NC with a dad who owned a logging business. It was her father’s entrepreneurial endeavors that inspired Lucine to open her own business. After learning a friend was working with Manpower (IN) while in college, and researching more in depth, she realized opening a staffing business was exactly what she wanted to do.
Today Blue Arbor remains under it’s original ownership and is a family run business. All 3 of Lucine’s children work in various capacities, keeping the entrepreunial spirit alive.
With over 43 years in business, Blue Arbor has large scale capabilities while maintaining a “home town” feel. Personable customer service and real human connection remain at the forefront of what sets Blue Arbor apart. You will always speak with a “real person” and receive top notch customer care.
LUCINE MOFFETT — Founder and CEO
Lucine studied Business and Accounting at East Carolina University and NC State University before starting the staffing company in 1981. She later grew the company to include over 5 locations in more than 3 states, and serves a client base of more than 2,500 throughout the Southeast and Midwestern United States. Services quickly progressed to include background screening, drug screening and paternity testing.
Following the devastation of Hurricanes Ivan and Katrina, Lucine realized the need for a contracting division and thus, Atlantic Gulf Coast Contracting, Inc. was born. She acquired various government contracts to provide staffing for disaster relief and clean up services on military bases in NC, FL, and MS. Today our contracting division has grown generously and continues to provide services on military bases in MS, FL, NC, SC, KS and TN.
Lucine is a visionary leader with the ability to motivate others, and has a proven aptitude with attracting and maintaining a success-oriented staff. Currently she holds a National Association of Personnel Services Certification as Staffing Specialist, and continues to bring energy and growth to the company.
Lucine Moffett
KATE CLELAND — Director of Operations
Kate received her BA in Economics/Business Management from SUC at Buffalo, NY and has over 30 years experience in accounting and management services. Prior to joining our team, Kate worked as Financial Reporting and Reinsurance Accounting Manager with Unity Mutual Life Insurance Company and American General Life Insurance Company.
She currently oversees our accounting and screening departments, maintains vendor relationships, and works with our marketing, sales, and staffing departments to develop new business. She also assists with the implementation portion of proposals, cost analysis and bid amounts.

PAM KORNEGAY — Screening Services Manager
Pam joined our team in 2002 and quickly took our screening department by storm. She is DATIA certified as a Certified Professional Collector Trainer for both Urine and Alternative Specimen Collections; Draeger Safety Diagnostics, Inc. certified Level C Trainer and Level D1 Operator of the Alcotest 6810; Psychemedics Certified Hair Sample Collection Technician; Certified Escreen123 Trainer and Collector; Medtox Laboratories, Inc. Echain Certified Collector.
Not only does she train and certify our staff in-house, but she ensures confidential and secure distribution and storage of background checks and drug screening records, while maintaining compliance with screening regulations.
Pam Kornegay
RUSSELL NORRIS — GSA
Russell earned a BS Engineering Operations degree from NC State University and a MBA from East Carolina University. He has 30 plus years experience with public and private sector projects in engineering, materials, construction, manufacturing and general management (managing organizations with as many as 1000 employees). Russell also has 20 plus years experience as Point of Contact and Contract Manager with companies providing products and services to military and civilian federal agencies, as well as various state government agencies.
Russell’s first project upon joining our team was the procurement of a GSA contract for Schedule 736: Temporary Administrative and Professional Staffing (TAPS). He currently serves as our GSA Contract Administrator throughout our nationwide service area.
